What You'll Be Doing

Provides Parsons’ Quality Systems support using the ISO 9001 Standard as the basis for process development and optimization, procedure development, data collection and reporting, and Quality Systems training.

Supports Parsons’ Quality Systems establishment and the audit schedule, conducting Quality Systems audits and facilitating associated corrective actions.

Performs independent audits in various areas (e.g. Engineering, Procurement, Fabrication, Construction, Operations, Maintenance, Project Management, Material Management, and support organizations). This includes the audit, survey or surveillance of supplier/vendor/contractor QA/QC programs to ensure compliance.

Reviews documents, witnesses the performance of audited activities, prepares checklists and agendas for audit, performs audits and assessments of performance, conducts pre-and post-audit meetings/interviews, and prepares final audit reports in a timely manner.

Analyzes findings/issues/non-conformances identified during audits to determine program quality and identify performance trends. Analysis includes all available oversight results, both internal and external, and trending data.

Supports and promotes a uniform Parsons’ Corrective Action/ Preventive Action and Non-conformance tracking program to assure a unified, global system to include tracking of NCR’s, CAR’s, Audit Findings, etc.

Assures audited activities meet Parsons’ quality program, and Client quality requirements.

Promotes safety awareness including adhering to safety rules and requirements.

Verifies that Parsons and customers’ quality requirements are in compliance with quality standards and quality program requirements for products and services provided.

Prepares Quality manuals, plans, and/or procedures.

Reviews from a quality perspective (and approves if required) documents prepared by internal or external organizations such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts.

Provides support to management for interface on quality activities with internal or external organizations (customers, suppliers, subcontractors, and others).

Performs statistical process control.

Performs other responsibilities associated with this position as may be appropriate.

Reviews Project Documents and Material Specifications to review against Contractor Submittals and ensure all materials meet the requirements.

Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates. Reviews any schedule revisions for impacts and participates in the development of contingency planning with Project Management and external stakeholders.

Ensures adherence to the project execution plan and that key activities are performed in the right sequence.

Coordinates the project plan for identifying major equipment and bulk materials with Engineering and the Contractor.

Reviews the contractors tag program, and ensures the materials are tagged correctly.

Ensures that items on the contractor’s equipment list have been identified for requisition and purchase, and that requisition issue dates support project detail schedules.

Monitors Engineering progress in the review of contractor material requisitions.

Reviews and Monitors the contractors material responsibility matrix to reflect the agreed division of functional responsibilities for material activities among project, support, and field offices.

Interfaces between stakeholders to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes, or materials missed in Engineering takeoffs.

Monitors Procurement reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates.

Reviews plans at the jobsite for adequacy of material warehousing, maintenance, control and handling. Ensures efficiency of all material issue to Construction.

Coordinates with the appointed contractor the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site.

Have full awareness of material testing requirements.

Check material submissions and properly process approvals.

Visit factories to ensure proper manufacture and testing of materials produced. (when and if applicable)

Ensure materials delivered are as approved and are properly stored.

Assist in the development of testing procedures.

Keep up-to-date with new appropriate materials required in a civil marine environment.

What Required Skills You'll Bring

Bachelor’s Degree (4 years) in Engineering, Construction Management, or similar.

10 years postgraduate experience with 8 years of related experience

Must have Knowledge of Marine Civil Construction (testing requirements for: reclamation, ground/soil improvement, geotechnical, quay walls, roadways, bridges, beach formation, rock revetment, sheet piling, concrete piling, dynamic compaction, excavation, compaction, causeway construction, tunnel construction etc.)

Must have experience managing other people
